How building debt is handled when the manager changes

Two different kinds of debt come up when a manager changes. One stays with the building, the other doesn't affect other owners.

Two completely different debts. People often mix them up, and that’s exactly where the worry comes from.

The first is the building’s debt to service providers, for example the heating or water supplier. This debt stays with the building. Changing managers doesn’t make it disappear or get written off.

The second is a specific apartment owner’s debt to the previous manager. That’s a matter between two parties and doesn’t affect the other owners.

What to do before voting. Find out both numbers. You can check the building’s debt in publicly available registers. Also ask the current manager for the full list of debtors.

Does debt block the handover. On its own, no. But it needs to be known in advance so it doesn’t come as a surprise.

The key question for the next manager. Not “will you write off the debt,” because no one does that. It’s “what will you do to stop the debt from growing.”
