What the emergency service does and doesn't do

What the emergency crew fixes on site, why they don't always repair things right away, and where the line of responsibility falls.

The main job. Stop whatever is damaging the building or endangering people right now.

What the crew does on site. If they can fix the problem right away, they do. If not, they contain it: shut off the water, disconnect the line, cordon off the dangerous spot. The problem then gets solved as planned work.

Why they don’t always fix it on the spot. Replacing a riser pipe at night with hand tools just isn’t possible. But stopping the water and protecting the building is, and that’s exactly the crew’s job.

What the crew doesn’t do. They don’t repair the inside of your apartment at the building’s expense. They don’t replace household appliances. They don’t do planned work.

Where the line falls. Shared systems are the building’s responsibility. Everything past your apartment’s shut-off valve is the owner’s responsibility.

One more thing. In many cases the emergency crew also handles small, non-urgent jobs, like replacing light bulbs. That’s not an emergency call-out, just a regular work order.
